Commission Receives Loan Forgiveness for New West Parish WTP

The Springfield Water and Sewer Commission is pleased to announce it has received $16.9 million in loan forgiveness from the Massachusetts Clean Water Trust Drinking Water Revolving Fund for its new West Parish Water Treatment Plant.
The loan forgiveness is tied to a $65,000,000 competitive low-interest loan awarded to the Commission for the project in 2024, when it was the top-ranked drinking water project on the Clean Water Trust’s 2024 Intended Use Plan.
The loan forgiveness represents 37.7% of the $65 million loan and will be awarded upon completion of the project in 2028.
“With the ongoing construction and extensive upgrades underway at the new West Parish Water Treatment Plant, the Commission is grateful for the support from the Massachusetts Clean Water Trust Drinking Water Revolving Fund throughout the duration of this project,” said Commission Executive Director Josh Schimmel. “The strategic financing, low interest loans, and the loan forgiveness help drive this critical project while maintaining affordability for our customers. We look forward to advancing the construction of the new West Parish Water Treatment Plant, a generational reinvestment that will provide our region with a long-term, safe, and reliable drinking water supply.”
In 2023, the Commission received $4.47 million in loan forgiveness. The Commission previously received $5.9 million in loan forgiveness from the Clean Water Trust for Phase 1 of the project which included construction of a new Backwash Facility, which was completed in 2023.
